The functions of the teachers' colleges may include setting out clear standards of practice, providing for the ongoing education of teachers, investigating complaints involving members, conducting hearings into allegations of professional misconduct and taking appropriate disciplinary action and accrediting teacher education programs. In many situations teachers in publicly funded schools must be members in good standing with the college, and private schools may also require their teachers to be college members. In other areas these roles may belong to the State Board of Education, the Superintendent of Public Instruction, the State Education Agency or other governmental bodies. In still other areas Teaching Unions may be responsible for some or all of these duties.

Professional misconduct

Misconduct by teachers, especially sexual misconduct, has been getting increased scrutiny from the media and the courts.[24] A study by the American Association of University Women reported that 9.6% of students in the United States claim to have received unwanted sexual attention from an adult associated with education; be they a volunteer, bus driver, teacher, administrator or other adult; sometime during their educational career.[25]
A study in England showed a 0.3% prevalence of sexual abuse by any professional, a group that included priests, religious leaders, and case workers as well as teachers.[26] It is important to note, however, that this British study is the only one of its kind and consisted of "a random ... probability sample of 2,869 young people between the ages of 18 and 24 in a computer-assisted study" and that the questions referred to "sexual abuse with a professional," not necessarily a teacher. It is therefore logical to conclude that information on the percentage of abuses by teachers in the United Kingdom is not explicitly available and therefore not necessarily reliable. The AAUW study, however, posed questions about fourteen types of sexual harassment and various degrees of frequency and included only abuses by teachers. "The sample was drawn from a list of 80,000 schools to create a stratified two-stage sample design of 2,065 8th to 11th grade students". Its reliability was gauged at 95% with a 4% margin of error.
In the United States especially, several high-profile cases such as Debra LaFavePamela Rogers, and Mary Kay Letourneau have caused increased scrutiny on teacher misconduct.

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

In contrast, teachers might focus on the processes of science and develop scientific conceptual understanding from it. This process-centred approach could, for instance, offer the children experiments and investigations as starting points for acquiring conceptual knowledge with little or no direct teaching of concepts. In this case a conceptual structure is withheld. The onus is on the children to recall or construct a functional mental representation without reference to a teachers' description of one. Pupils might infer relationships in the topic under study and may be given an opportunity to test and revise their ideas.


Of course, other teachers might focus on a combination of these two approaches and develop scientific skills and conceptual understanding from in this combination. This mixed approach could be a balance or, perhaps, a compromise, between a product-centred and a process-centred approach, in which the teacher provides a partial conceptual structure and leaves the remainder for children to construct by inferring, hypothesising, or testing their ideas. It could encourage lessons where children do investigations with some features already identified by the teacher, and with some conceptual knowledge about the subject that enables them to appreciate the purpose of the activity. In contrast, it could encourage lessons without a clear purpose which mixed different types of activity, but did not develop either conceptual or procedure understanding exclusively.

The Gujarat Secondary and Higher Secondary Education Board (GSHSEB) was constituted in 1972, following the enactment of the Gujarat Secondary Education Act 1972. Navodaya Vidyalayas are run by the Navodaya Vidyalaya Samiti (NVS), an autonomous organisation under the Ministry of Human Resource Development, Department of School Education and Literacy, Govt. of India. The Chairman of the Samiti is the Minister of Human Resource Development.[9][10]
The Samiti functions through the Executive Committee under the Chairmanship of the Minister of HRD. The Executive Committee is responsible for the management of all affairs including allocation of funds to the Samiti and has the authority to exercise all powers of Samiti. It is assisted by two sub-committees, the Finance Committee and Academic Advisory Committee.[10] The executive head of the administrative pyramid is the Commissioner who executes the policies laid down by the Samiti's Executive Committee. He/she is assisted at the Headquarters level by Joint Commissioners, Deputy Commissioners and Assistant Commissioners. The Samiti has established eight regional offices for the administration and monitoring of Navodaya Vidyalayas under their jurisdiction. These offices are headed by a deputy commissioner and assistant commissioners.[10]
For each JNV, there is a Vidyalaya Advisory Committee for assistance on matters of academics, infrastructure and other general activities and a Vidyalaya Management Committee for budget preparation, selection of ad-hoc teachers and proper functioning of the school.[9] Normally the district collector of the concerned district is the ex-officiochairman of school level committees with local educationists, public representatives and officers from the district as members. Some schools also have a Vidhyalaya Coordination Committee for looking after performance of academics.
