Government may build schools, but the future can be built by the schools only. The key responsibility of building Gujarat’s tomorrow thus lies with the schools.
The first decade of the 21st century was quite important for education in Gujarat, especially for primary education. Whether it is recruitment of the teachers, construction of class-rooms, computer labs, other school facilities, enrollment of students in schools or the mission to reduce the drop-out rate… an unprecedented success has been achieved. But doing all this is yet not adequate.
The soul of education is its quality … and that is why the State Government has taken up the ‘Gunotsav’ campaign. This could have very well been done by the teachers and the Department of Education. But to create the spirit of a high priority to this cause and to make those in the field of education feel the value of this activity, the complete strength of Government machinery has been deployed. Whether it is the Chief Minister or the Chief Secretary, more than 3000 Class-I & II Government officers are visiting the primary schools in Gujarat focusing on various aspects.

Girls' formal education has traditionally been considered far less important than that of boys. Remarkably, Henry VIII's widow, Catherine Parr, took an interest in the high intelligence of Elizabeth, and supported the decision to provide her with an impressive education after Henry's death, starting when Elizabeth was 9.[8] Elizabeth received an education equal to that of a prominent male aristocrat; she was educated in Latin, Greek, Spanish, French, philosophy, history, mathematics and music. England reaped the reward of her rich education when circumstances resulted in her becoming a capable monarch.

Navodaya Vidyalayas are run by the Navodaya Vidyalaya Samiti (NVS), an autonomous organisation under the Ministry of Human Resource Development, Department of School Education and Literacy, Govt. of India. The Chairman of the Samiti is the Minister of Human Resource Development.[9][10]
The Samiti functions through the Executive Committee under the Chairmanship of the Minister of HRD. The Executive Committee is responsible for the management of all affairs including allocation of funds to the Samiti and has the authority to exercise all powers of Samiti. It is assisted by two sub-committees, the Finance Committee and Academic Advisory Committee.[10] The executive head of the administrative pyramid is the Commissioner who executes the policies laid down by the Samiti's Executive Committee. He/she is assisted at the Headquarters level by Joint Commissioners, Deputy Commissioners and Assistant Commissioners. The Samiti has established eight regional offices for the administration and monitoring of Navodaya Vidyalayas under their jurisdiction. These offices are headed by a deputy commissioner and assistant commissioners.[10]
For each JNV, there is a Vidyalaya Advisory Committee for assistance on matters of academics, infrastructure and other general activities and a Vidyalaya Management Committee for budget preparation, selection of ad-hoc teachers and proper functioning of the school.[9] Normally the district collector of the concerned district is the ex-officio chairman of school level committees with local educationists, public representatives and officers from the district as members. Some schools also have a Vidhyalaya Coordination Committee for looking after performance of academics
