National Scholarships Portal is taken as Mission Mode Project under National e-Governance Plan (NeGP)

This initiative aims at providing a Simplified, Mission-oriented, Accountable, Responsive & Transparent 'SMART' System for faster & effective disposal of Scholarships applications and delivery of funds directly into beneficiaries account without any leakages.

Mission

The Mission Mode Project (MMP) of National Scholarships Portal under the National e-Governance Plan aims at providing common electronic portal for implementing various Scholarships schemes launched by Union Government, State Government and Union Territories across the country.

Objectives

• Ensure timely disbursement of Scholarships to students
• Provide a common portal for various Scholarships schemes of Central and State Governments
• Create a transparent database of scholars
• Avoid duplication in processing
• Harmonisation of different Scholarships schemes & norms
• Application of Direct Benefit Transfer

SCHEME OF ‘PRE-MATRIC SCHOLARSHIP’ FOR STUDENTS

BELONGING TO THE MINORITY COMMUNITIES FOR 2017-20

1. BACKGROUND

The Prime Minister’s New 15 Point Programme for the Welfare of Minorities was

announced in June, 2006. It provides that a Pre-Matric scholarship scheme for

meritorious students from minority communities would be implemented.

2. OBJECTIVE

The scholarship at pre-matric level will encourage parents from minority communities to

send their school going children to school, lighten their financial burden on school

education and sustain their efforts to support their children to complete school

education. The scheme will form the foundation for their educational attainment and

provide a level playing field in the competitive employment arena. Empowerment

through education, which is one of the objectives of this scheme, has the potential to

lead to upliftment of the socio economic conditions of the minority communities.

3. SCOPE

The scholarship will be awarded for studies in India in a government or private school

from class I to class X, including such residential Government institutes and eligible

private institutes selected and notified in a transparent manner by the State

Government and Union Territory Administration concerned.

4. ELIGIBILITY

Scholarship will be awarded to the students who have secured not less than 50% marks

in the previous final examination and annual income of their parents/guardian from all

sources does not exceed Rs. 1.00 lakh.

5. DISTRIBUTION

Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) have been

notified as minority communities under Section 2 (c) of the National Commission for

Minorities Act, 1992. A total of thirty (30) lakh scholarships are targeted to be distributed

as ‘Fresh’ Scholarships, besides, Renewal scholarships. The distribution of scholarship

among the States/Union Territories will be made on the basis of population of minorities

in the States/Union Territories as per Census 2001 for 2017-18 and as per the

population of minorities in the States/Union Territories of Census 2011 for 2018-19 and

2019-20 (as per Appendices- A & B).

6. EARMARKING

i) 30% scholarship is earmarked for girls students of each minority community in a

State/UT which is transferable to male students of that community in case of

non-availability of female students in that community in the concerned State/UT.

30% is the floor and not the ceiling for eligible girl students.

ii) If the physical target of scholarship for a particular minority community in a

state/UT is not utilized, it will be distributed among the same minority

community in other States/UTs strictly in accordance with merit and without

disturbing the national ratio for the Community. Any unutilized community quota

shall be distributed amongst other communities again in accordance with merit

and without affecting overall national q

ગુજરાત સરકારના કર્મચારીઓના અને પેન્શનર્સના મોંઘવારી ભથ્થામાં કેન્દ્ર સરકારના ધોરણે ચાર ટકાનો વધારો તા-૦૧-૦૭-૨૦૨૨ની અસરથી તેમજ બીજા ચાર ટકાનો વધારો તા.-૦૧-૦૧-૨૦૨૩ની અસરથી આપવાનો કર્મયોગી-હિતકારી નિર્ણય મુખ્યમંત્રીશ્રી ભૂપેન્દ્ર પટેલે કર્યો છે. 

આ વધારાનો લાભ જે કર્મચારીઓને સાતમા પગારપંચનો લાભ અપાયેલો છે, તેમને જ મળવાપાત્ર થશે, તેવું પણ નિયત કરવામાં આવ્યું છે.

મુખ્યમંત્રીશ્રીના આ નિર્ણય અનુસાર રાજ્ય સરકારના, પંચાયત સેવાના તથા રાજ્ય સરકારના અન્ય કર્મચારીઓ અને પેન્શનર્સ મળી અંદાજે કુલ ૯.૩૮ લાખ લોકોને મોંઘવારી ભથ્થાનો આ વધારાનો લાભ મળશે.

મુખ્યમંત્રીશ્રી ભૂપેન્દ્ર પટેલે તા-૦૧-૦૭-૨૦૨૨ તથા તા.૦૧-૦૧-૨૦૨૩ની અસરથી આપવાના થતા મોંઘવારી ભથ્થામાં આ આઠ ટકા વધારાથી જે એરિયર્સની રકમ આપવાની થાય છે, તે ત્રણ હપ્તામાં આપવાનો નિર્ણય કર્યો છે.

તદઅનુસાર, તફાવતની રકમનો પ્રથમ હપ્તો જૂન-૨૦૨૩ના પગાર સાથે, બીજો હપ્તો ઓગસ્ટ-૨૦૨૩ના પગાર સાથે અને ત્રીજો હપ્તો ઓકટોબર-૨૦૨૩ના પગાર સાથે ચૂકવવામાં આવશે. મોંઘવારી ભથ્થાના આ વધારાના પરિણામે રાજ્ય સરકારને અંદાજે વાર્ષિક રૂપિયા ૪,૫૧૬ કરોડનું નાણાકીય ભારણ વધશે.

મારૂ ગામ અને બાળપણ ની યાદ

 આ બંને મકાન વચ્ચેની જગ્યા એ આપણા બાળપણ વખતે આપણું મેદાન હતું.લખોટીની રમત રમવાની હોઈ તો ભીંતિયો રમતી વખતે આવી દિવાલનો ઉપયોગ કરતા. 

જો ક્રિકેટ રમવું હોઈ તો આ દિવાલ ઉપર ચોકથી ત્રણ ઉભા લીટા તાણીને સ્ટંપ બનાવી નાખવા. વિકેટ કિપરની જરૂર નહિ. માત્ર બે ત્રણ ભાઈબંધ હોઈ તો પણ ક્રિકેટ રમી નાખતા. મોય-ડાંડીયો (ગીલીદંડો) રમવુ હોઈ તો પણ આ જ મેદાન. 

હવે આ ગામડાની શેરીઓ સૂમસામ દેખાય છે.બી.એન એ ભીંત કે જેના કાળજે આપણે જોરથી અથડાવતા તે લખોટી લાગતી, દડો અથડાવતા તે દડો લાગતો અને એ દર્દ એમને ગમતુ. આજે એ દિવાલ પણ હવે શેરીએ રમતા બાળકોને જોવા ઝંખે છે. 

આ દેશી નળીયા કદાચ વાવાઝોડામાં એકા'દ બે નીચે પડી જાય તો પણ એને આનંદ થતો, ભલે એ તુટી જાય, કારણ કે એ તુટેલ નળીયાને કચરામાં નાખવાને બદલે આપણે એનો બળદ બનાવીને રમતા. અરે..વધુ નાના ટૂંકડા થઈ જાય તો એનો ઉપયોગ આપણે ના'તી વખતે શરીર ઉપરનાં મેલને ઉખેડવામાં કરતા. 

 હાલ પડે એવા આકરા તાપમાં આ શેરીમા બે ત્રણ ડોલ પાણી નાખતા તો, આખા ફળીયામા ઠંડક પ્રસરતી. અને એ માટી અને પાણીનું મિલન થતું ત્યારે એની મધુર સોડમ બહુ ગમતી. આપણને માટી ખાવાનું મન થઈ જતું. આ હતી આપણા વીતેલ બાળપણની વાત. બી.એનની આ વાત તમને વાંચી તમને લાગે કે, હા...યાર! અમે પણ આ રીતે જ બાળપણમાં કર્યુ છે તો તમારો કોઈ અનુભવ જણાવશો. - બી.એન આહીર
